Oman Enforces Anti-Dumping Duties on Ceramic and Porcelain Tile Imports from China and India

Muscat : Oman has officially implemented anti-dumping duties on ceramic and porcelain tile imports from China and India, following a detailed investigation under the framework of the Gulf Cooperation Council’s (GCC) Unified Law on Anti-Dumping, Countervailing, and Safeguard Measures.

The move comes after Gulf-based ceramic and porcelain tile manufacturers filed complaints alleging unfair dumping practices by exporters from India and China, which negatively impacted local markets across the GCC.

Nasra bint Sultan Al Habsi, Director General of Commerce at the Ministry of Commerce, Industry and Investment Promotion, and member of the GCC Standing Committee for Combating Harmful Practices in International Trade, confirmed that a comprehensive investigation was carried out by the GCC’s technical office with input from all stakeholders. The inquiry, spanning over 12 months, concluded with technical findings submitted to the GCC’s Permanent Committee and the Industrial Cooperation Committee, which led to the final decision.

As a result, anti-dumping duties will be imposed on the targeted imports for a five-year period.

Ahmed bin Salem Al Rasbi, Director General of the Competition and Anti-Monopoly Centre, highlighted that this decision reflects a strategic effort to foster fair competition in the GCC market and safeguard national industries from harmful trade practices. He stated that the influx of foreign products at unfairly low prices has distorted market prices, threatening the viability of local producers.

“The imposition of duties is essential to restoring price balance, enhancing local manufacturers’ competitiveness, encouraging investment, and expanding production,” said Al Rasbi. He added that these measures are expected to boost industrial performance, support employment, and ensure a more diverse and high-quality product range for consumers.

Khalid bin Issa Al Ameri, Director General of Consumer Services and Market Control at the Consumer Protection Authority, confirmed that the Authority will actively monitor the implementation of the duties. Ongoing price surveys and intensified inspection campaigns will be carried out in shops selling ceramic and porcelain tiles.

He warned that legal action will be taken against any violations and urged suppliers to comply with all regulations. Consumers were encouraged to report any irregularities or non-compliant practices in the market.

These anti-dumping measures aim to ensure a level playing field, protect local industry, and maintain fair pricing for consumers across Oman and the wider GCC region.
