<li>They <strong>lose the right</strong> to own state assets such as <strong>chalets, farms, or commercial/industrial plots</strong>, which must be transferred within <strong>five years</strong> to a <strong>first-degree Kuwaiti relative</strong> without incurring transfer fees.</li>



<li><strong>Privately-owned commercial or investment properties</strong> must also be transferred through sale, gift, or legal assignment within five years.</li>

<h3 class="wp-block-heading">Termination of Benefits</h3>



<p>All rights and entitlements under this policy will be <strong>immediately revoked</strong> if the individual:</p>

<li>Is <strong>convicted</strong> of a <strong>felony</strong>, or crimes involving <strong>honor, trust, national security</strong>, or <strong>religious offenses</strong>.</li>

<p>Individuals have the right to file appeals with the <strong>Citizenship Withdrawal Grievance Committee</strong>, formed under <strong>Cabinet Resolution No. 207 of 2025</strong>, and amended by <strong>Resolution No. 493</strong> of the same year.</p>

<p>Five individuals were injured in the Al Qurain fire, while four were hurt in the Farwaniya incident.</p>



<p>The Al Qurain fire broke out on the first floor of a restaurant and spread to several nearby shops in the <em>Al Qurain Markets area</em>. Firefighting teams from <em>Al Bairaq</em> and <em>Al Qurain Centers</em> quickly responded and brought the blaze under control.</p>



<p>The apartment fire in <em>Farwaniya</em> occurred earlier this morning. Firefighters from the <em>Farwaniya</em> and <em>Subhan Centers</em> managed to extinguish the flames promptly.</p>



<p>Investigations are underway to determine the cause of both fires.</p>

<p><strong>Dubai</strong> : Kuwait has issued more than <strong>35,000 exit permits</strong> since the implementation of its new regulation on <strong>July 1</strong>, which mandates <strong>private sector expatriate workers</strong> to secure <strong>prior approval from their employers</strong> before traveling abroad, according to official sources.</p>



<p>The policy, initiated by <strong>First Deputy Prime Minister and Minister of Interior Sheikh Fahad Al Yousuf</strong>, is part of broader efforts to <strong>streamline and regulate expatriate departures</strong>, ensuring full compliance with the country’s <strong>labour and residency laws</strong>.</p>



<p><strong>Marzouq Al Otaibi</strong>, Director General of the <strong>Public Authority for Manpower</strong>, confirmed that all issued permits adhered to official criteria and were processed through <strong>authorized employer channels</strong>. He highlighted that the procedure has been <strong>digitally optimized</strong> for greater efficiency and user accessibility.</p>



<p>Expatriate workers and employers can now submit and approve requests via digital platforms such as the <strong>“Sahel” mobile app</strong> and the <strong>“Ashal” manpower portal</strong>. Employers are required to grant their approval using <strong>“Sahel Business”</strong> or the corporate version of <strong>“Ashal”</strong>, in accordance with regulatory standards.</p>



<p>The system is available <strong>24/7</strong>, and expatriates must complete an <strong>electronic form</strong> including <strong>personal details and travel history</strong>. The objective, Al Otaibi said, is to <strong>protect the rights of both employees and employers</strong> while maintaining legal order.</p>



<p>In cases where an <strong>employer unjustifiably refuses or delays exit permission</strong>, the worker has the right to <strong>file a formal complaint</strong> with the <strong>labour relations unit</strong> linked to the company. Al Otaibi also clarified that there is <strong>no annual limit</strong> on the number of exit permits, as long as <strong>employer consent is provided</strong>.</p>

<p><strong>Kuwait City:</strong> The new exit permit requirement for expatriates working in Kuwait’s private sector officially came into effect on July 1. According to reports, the first day of implementation at Kuwait International Airport went smoothly, with no major disruptions reported.</p>



<p>The exit permit system, introduced under Article 18 of the labor law, applies specifically to expatriate workers in the private sector. As per <em>Arab Times</em>, most passengers on the first day were able to clear airport procedures without delay or complications.</p>



<p>Officials from the Ministry of Interior, especially those stationed at passport control, were well-prepared and handled the new protocols efficiently. This helped ease public concerns regarding potential delays and confusion. Many travelers expressed satisfaction with the speed and professionalism of the procedures.</p>



<p>To support the implementation, the Passport Security Department had made comprehensive preparations, including training staff to handle all scenarios—such as travelers unaware of the new electronic permit system.</p>



<p>At Terminal 1 of Kuwait International Airport, a large number of travelers completed the exit process smoothly. In most cases, it took less than a minute to check the electronic permit and proceed to passport stamping. Although some travelers carried printouts of their permits, officials confirmed that these were not required, as the data was already available in the system.</p>



<h3 class="wp-block-heading"><strong>A Fully Digital Process</strong></h3>



<p>Colonel Yousef Al-Hawlan, Head of the Private Aviation Ports Department, stated that an electronic link has been established between the Public Authority for Manpower (PAM) and the Ports Administration. This digital connection allows immigration officers to access permit details directly, eliminating the need for physical paperwork.</p>



<p>An emergency task force is also on standby to address any technical issues. Although many expatriates continue to bring printed forms, officials verify the permit using their personal data already in the system. If the permit doesn’t appear, officers can scan a barcode from the applicant’s phone.</p>



<p>Once the employer approves the application, issuing the exit permit takes only a few minutes. The permit remains valid for seven days.</p>



<p>On the first day of the new law’s implementation, nearly <strong>20,000 expatriates</strong> completed their exit procedures—most of them were private-sector workers. The law, under <strong>Article 20</strong>, exempts dependents (such as spouses and children under family residency) and domestic workers.</p>



<h3 class="wp-block-heading"><strong>Airport Coordination and Passenger Support</strong></h3>



<p>To avoid delays and crowding, the Directorate General of Civil Aviation and airline operators are coordinating to ensure that boarding passes are issued only after exit permit verification. This helps prevent last-minute issues at passport control and avoids missed flights.</p>



<p>Colonel Al-Hawlan acknowledged that some expatriates—especially those less familiar with digital tools—faced challenges with the new system. In such cases, employers can still issue permits via <em>Sahl</em> or <em>As-hal</em> apps. Passengers may then proceed directly to the airport, where their data will be available in the system.</p>



<h3 class="wp-block-heading"><strong>Permit Issuance Statistics</strong></h3>



<p>The Public Authority for Manpower confirmed that the new system has been well-received by expatriates. So far, <strong>35,000 exit permits</strong> have been issued to private-sector workers. Between <strong>June 12 and June 29</strong>, the authority received <strong>22,000 applications</strong>, and on <strong>June 30 alone</strong>, <strong>13,000</strong> new applications were submitted.</p>



<p>Only <strong>one complaint</strong> has been officially registered regarding the system, and it has already been resolved.</p>

<p><strong>Kuwait City</strong> : In a significant step toward enhancing maritime security, Kuwait has launched <strong>Unmanned Surface Vessels (USVs)</strong> capable of operating independently for several days without direct human involvement. The announcement was made by <strong>Commodore Sheikh Mubarak Ali Al Sabah</strong>, Director General of the Coast Guard, who detailed the wide-ranging capabilities of the new vessels.</p>



<p>According to him, the USVs are equipped for continuous monitoring, surveillance, prevention of suspicious maritime activities, support for search and rescue missions, environmental pollution detection, resource protection, and overall enforcement of security across Kuwait’s maritime borders.</p>



<p>The vessels were inaugurated on <strong>Monday</strong> at the <strong>Coast Guard Directorate General</strong> by <strong>Deputy Prime Minister and Minister of Interior Sheikh Fahad Al-Yousef Saud Al Sabah</strong>. The ceremony was also attended by <strong>Major General Ali Misfer Al-Adwani</strong>, Acting Undersecretary of the Ministry of Interior, and <strong>Major General Mujbil Fahad bin Shawq</strong>, Assistant Undersecretary for Border Security Affairs.</p>



<p>Kuwait’s Coast Guard has implemented this project as part of its efforts to strengthen maritime security using advanced technologies.</p>



<p>Sheikh Fahad also reviewed the <strong>new maritime surveillance system</strong>, which now covers Kuwait’s entire coastal area. This advanced system integrates <strong>coastal radars, sensors, high-resolution cameras</strong>, and <strong>unmanned surface vessels</strong>, all functioning under a centralized <strong>AI-based Command and Control system</strong>.</p>



<p>In addition to visiting the <strong>control center</strong> managing the USVs, Sheikh Fahad also inspected the <strong>Maritime Operations Center</strong>, where he observed how the surveillance mechanisms operate and how maritime units are connected through an electronic command network.</p>



<p>He praised the Coast Guard Directorate General for implementing this critical project, noting that the launch of USVs marks a <strong>major leap in modernizing Kuwait’s maritime security infrastructure through advanced technology</strong>.</p>

<p><strong>Kuwait City:</strong> In response to the suspension of air traffic caused by the escalating Israel–Iran conflict, <strong>Kuwait has stepped in to assist thousands of travelers</strong> stranded at border points. Since Iran closed its airspace following Israeli airstrikes last Friday, people from various nationalities have been trying to exit the country through land borders, particularly the <strong>Abdali crossing into Kuwait</strong>.</p>



<p>According to a report by <strong>Arab Times</strong>, Kuwait has already facilitated the entry of over <strong>30,000 stranded travelers</strong>, with numbers expected to continue rising. The country’s <strong>First Deputy Prime Minister and Minister of Interior Sheikh Fahad Yousef Saud Al Sabah</strong> has directed the Ministry of Interior to actively coordinate safe entry and repatriation efforts for those affected.</p>



<h3 class="wp-block-heading"><strong>Support Extended to GCC Nationals, Arabs, Europeans, and Asians</strong></h3>



<p>Due to suspended air operations in <strong>Iran and Iraq</strong>, the affected include <strong>Kuwaiti citizens, GCC nationals, and travelers from Arab, European, and Asian countries</strong>. Kuwait has made arrangements to provide a safe passage, entry permits, and assistance to facilitate onward travel.</p>



<h3 class="wp-block-heading"><strong>Iran–Iraq–Kuwait Transit Route Operational</strong></h3>



<p>Travelers are exiting Iran through the <strong>Shalamcheh border</strong> into Iraq and then continuing through <strong>Safwan and Abdali</strong> into Kuwait. Once in Kuwait, passengers are being directed to continue their journeys via <strong>Kuwait International Airport</strong> or through the <strong>Nuwaiseeb and Salmi land crossings</strong> into Saudi Arabia.</p>



<p>Kuwait is also issuing <strong>7-day transit visas</strong> to GCC residents with valid onward travel tickets. In addition, certain European nationals have been granted special entry permits via the airport to enable safe return to their home countries.</p>



<h3 class="wp-block-heading"><strong>Kuwait Deploys 40 Buses for Transportation</strong></h3>



<p>To ease internal movement, Kuwait has arranged <strong>40 buses</strong> to transport travelers from <strong>Safwan to Abdali</strong>, ensuring a smooth and coordinated transit process. Customs officials are operating <strong>around the clock</strong> to handle the large influx efficiently.</p>

<p>Until now, the <strong>Sahel app offered the exit permit service only in Arabic</strong>, causing difficulties for many expatriates. The addition of an English-language version is expected to offer <strong>much-needed relief</strong>.</p>

<p><strong>Dubai:</strong> In a major legal reform, <strong>Kuwait has increased judicial fees for the first time in decades</strong>, aiming to curb the growing number of frivolous and malicious lawsuits overwhelming the court system.</p>



<p>The decision, approved by the Cabinet last week, involves amendments to <strong>Law No. 17 of 1973</strong>, raising the cost of accessing the judiciary. The government stated that the revised fee structure is designed to <strong>promote more serious use of litigation</strong> and to <strong>encourage alternative dispute resolution mechanisms</strong> such as arbitration and conciliation.</p>



<p>The reforms were endorsed during the Cabinet&#8217;s regular weekly session, chaired by <strong>Sheikh Ahmed Al Abdullah</strong>.</p>

<p>The new regulation was enacted through <strong>Ministerial Resolution No. 4 of 2025</strong>, as announced by First Deputy Prime Minister and Interior Minister Sheikh Fahd Al Youssef. It repeals Article 2 of the 2024 resolution, which had previously allowed certain sectors to bypass work permit fees based on manpower needs.</p>



<p>The decision applies to a broad range of sectors and entities, including:</p>

<li>Government-owned companies</li>



<li>Hospitals, clinics, and health centres licensed by the Ministry of Health</li>



<li>Private universities and schools</li>

<p>Additionally, the move <strong>abolishes the earlier requirement</strong> for the Public Authority for Manpower’s Board of Directors to conduct a one-year impact assessment of the 2024 exemption rule. This eliminates the need for further review or recommendations before full implementation.</p>

<p><strong>Kuwait</strong>: The Kuwaiti Ministry of Interior has announced a new measure allowing women who lost their citizenship under <strong>Article 8 of the Nationality Law</strong> to <strong>temporarily travel using their former Kuwaiti passports</strong>. The policy will be in effect from <strong>June 1 to September 30, 2025</strong>, and is aimed at easing the legal transition process for this affected group.</p>



<p>This decision comes as part of broader efforts to <strong>regularize the legal status</strong> of individuals caught in a bureaucratic and humanitarian limbo. <p><strong>Kuwait City:</strong> Kuwait has joined the newly established <strong>Global Water Organization (GWO)</strong> as a founding member. The organization, spearheaded by Saudi Arabia, aims to address global water challenges through collaborative solutions.</p>



<p>During a recent ceremony held in Riyadh, Kuwait’s Minister of Electricity, Water, and Renewable Energy, Dr. Subaih Al-Mukhaizeem, signed the GWO charter, officially marking Kuwait’s entry into the alliance. Representatives from several other countries, including Pakistan, Senegal, Mauritania, Qatar, Spain, and Greece, also signed the charter as founding members.</p>



<p>The event was inaugurated by Saudi Foreign Minister Prince Faisal bin Farhan Al Saud, who emphasized Saudi Arabia’s commitment to global water issues. He called for increased cooperation among UN member states and the private sector to promote sustainable water management.</p>



<p>The GWO was established to enhance collective global efforts in combating water scarcity, climate change, and related environmental challenges. It seeks to strengthen the role of nations and organizations in addressing water crises and to transform traditional water management strategies. The organization aims to provide leadership in fostering innovative, sustainable, and cooperative approaches to water resource management worldwide.</p>

<p><strong>Kuwait City:</strong> Kuwaiti authorities deported 2,700 expatriates last month for various legal violations, according to the Ministry of Interior. The crackdown targets individuals found to be in breach of residency and labor laws, including those working illegally, employed by unauthorized parties, or residing in the country without valid documentation.</p>



<p>Security inspections have been intensified across all governorates to identify and take action against such offenders. The ministry revealed that between May 11 and 18 alone, 1,084 individuals were deported for violating residency regulations.</p>



<p>Officials reiterated that strict legal measures will continue against those found in violation of Kuwait’s labor and residency laws. The Ministry of Interior has issued a stern warning that these efforts will be ongoing to preserve public order and ensure compliance with national regulations.</p>

<p><strong>Kuwait City:</strong> Kuwait and Japan have signed a series of agreements and memorandums of understanding (MoUs) aimed at deepening bilateral cooperation across multiple sectors. The signing took place during an official visit to Tokyo, led by Kuwait’s Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Mubarak Al-Sabah and Japanese Prime Minister Fumio Kishida.</p>



<p>The agreements reflect a shared commitment to advancing mutual interests and expanding strategic partnerships. Discussions between the two leaders focused on enhancing collaboration in priority areas, with both sides reaffirming their dedication to fostering long-term economic and diplomatic ties.</p>



<p>Kuwait’s Foreign Minister Abdullah Al-Yahya and other senior officials were part of the Kuwaiti delegation present at the signing ceremony and bilateral meetings.</p>



<p>During the talks, Crown Prince Sheikh Sabah highlighted the strong historical relations between Kuwait and Japan, which began in 1958. He emphasized Kuwait&#8217;s intention to elevate the relationship to a comprehensive strategic partnership. The Crown Prince also expressed appreciation for Japan’s principled stance in supporting Kuwait’s sovereignty during the 1990 Iraqi invasion.</p>



<p>Prime Minister Kishida echoed the sentiment, praising the enduring friendship and cooperation between the two nations and reaffirming Japan’s commitment to further strengthening bilateral ties.</p>
