Sri Lanka used to earn revenues to the tune of $455 million
a month during the healthy pre-pandemic days, which plummeted
to a meagre $3 million a month in the second half of 2021.

Albin Joseph

The ongoing economic crisis in Sri Lanka has been sending shock waves not only within the island nation, but across the South Asia region. Soaring prices and lack of essential food supplies have created panic amongst the vast majority of the 22 million population. Moreover, the lackluster attitude of the government in dealing with the crisis resulted in people taking to the streets. Sri Lanka’s problem stems from the fact that the country is quickly running out of its foreign exchange reserves; and while this prognosis may seem right at first, it’s a symptom of a problem that is much deep-rooted. Let’s take a reality check on the core issues and the way forward in resolving this impending crisis.

Basically Sri Lanka falls under the category of a “Frontier Economy”, an economy that’s neither developed nor big enough to be branded as an emerging economy. It can be positioned somewhere in between these two spheres. Countries like these are usually reliant on a few focused sectors to generate national income. The nation’s economy has also been classified as a twin deficit economy by Asian Development bank in 2019. Twin deficits signal that the country’s national expenditure exceeds its national income and that its production of tradable goods or services is inadequate.

Sri Lanka’s national income is highly dependent on tourism, tea and a few other agricultural products. In fact, tourism accounts for more than 10% to its GDP and when the pandemic hit, it was inevitable that the country would have to deal with unprecedented issues in this sector. Sri Lanka’s tourism industry took a severe beating, and the economy nosedived, with a shrinkage of 3.6% in 2020. Tourists were no longer thronging the fascinating beaches of the island and the nation’s foreign income dropped significantly. According to data from Trading Economics, Sri Lanka used to earn revenues to the tune of $455 million a month during the healthy pre-pandemic days, which plummeted to a meagre $3 million a month in the second half of 2021. While large economies such as US, Japan, China, and India were easily able to muster resources to fight the pandemic, frontier economies like Sri Lanka had to face an uphill task on this front.

As the country was reeling under the pressure of an economic crisis, its government took an untimely and unwarranted decision to go “hundred per cent organic” and in a bid to fully realise this vision, it banned the import and sale of all chemical fertilizers. This was a severe blow to the tea plantations and since tea exports accounted for a major chunk of the foreign trade, foreign exchange reserves took a hit once again. Tea accounts for the major share of Sri Lanka’s exports, generating more than $1.25 billion a year and making up almost 10% of the country’s export income. This “ill thought out” crusade not only cost tea plantations and farmers dearly but also impacted related services and financial sectors that fed off from tea exports. Eventually, tea industry capitulated, as did many other plantations. By the time the government relaxed some restrictions, the damage was already done beyond repair, and the country had already lost out on much needed foreign income.

At present, Sri Lanka is in a state of economic emergency. The nation’s foreign exchange reserves are getting depleted as it plummeted to $2.0 billion by the end of 2021 from $7.5 billion in November 2019. The outbreak of the Russia-Ukraine war was the last nail in the coffin on the foreign exchange reserves of Sri Lanka, as fuel prices soared globally making imports too expensive. With the current state of affairs, the chances of making a major recovery at the foreign exchange reserves front seems to be very remote.

What makes foreign exchange reserves so precious?

Foreign exchange, basically dollars ,  is how a country makes payment for importing goods from international markets. So, if Sri Lanka wants to buy fuel or foodstuff, it will have to pay for it with foreign exchange reserves they have earned. Unfortunately, they have been spending a lot of foreign currency while not earning as much. So, if they need to import basic amenities from the international markets anytime soon, they’ll be in a bit of a pickle.

That’s not the end of the nation’s woes. The country was heavily reliant on foreign loans to pursue developmental and infrastructure activities. Sri Lank must repay $26 billion of its loan by 2026 and by the end of 2022 alone, they will have to settle $7 billion as repayment of loans, that they have borrowed from countries like, China, Japan and India. With hardly $1.5 billion in its reserves, and deteriorating foreign exchange income, the repayment of loans would turn out to be a herculean task.

What’s the way forward?

Although there aren’t any quick fixes to resolve these issues, the first priority is to ensure that the nation’s loan repayments need to be restructured with the major lending countries. The forex reserves will get a sigh of relief, once a deferred and prolonged repayment schedule is charted out. Subsequently, the government will have to come out with concrete and positive measures to boost its exports with impetus on tea and other agricultural products. Imported coal accounts for almost 44% of Sri Lanka’s electricity generation, which causes a major drain on the foreign exchange reserves. Long-term policies to reduce the dependency on coal for power generation are the need of the hour. Approaching International Monetary Fund for immediate financial assistance is very much on the cards to get an immediate bailout. Though this is viewed as one of the ideal measure to deal with this crisis, it can only be done by adhering to IMF’s stringent regulations and measures to restructure the economy in its entirety.

Lessons Learned

It’s quite imperative to have a look at the lessons learned from this crisis from a political point of view and from an academic perspective as well. Misappropriation of government funds and corruption at the peripheral level can ruin the economic stability of any nation and this is a key learning that one can infer from the current turmoil in Sri Lanka. Secondly, borrowing of loans has to be done with adequate due diligence and clear rationale. Obtaining foreign loans for the overall development of a nation is ideally right and this is something that most of the frontier economies and developing nations do on an ongoing basis. But these loans can turn out to be a heavy burden on the exchequer if they are not utilised in productive areas.

Sri Lanka is a classic example of an economy that took huge loans, particularly from China for infrastructure development, which hardly generated any significant revenue to the government directly or indirectly. A frontier economy such as Sri Lanka should have used these loans in highly productive areas that could enhance the technology to fuel agricultural and industrial growth. Last, but not the least, decision making on major policy change should be done rationally and logically instead of doing it in an ad hoc manner. The current regime did a historical blunder by taking a decision overnight to abolish the import of fertilizers in order to resort to hundred per cent organic farming. The end result of this immature decision-making was quite apparent, with drop in agricultural produce and resulting in acute food shortage.

The Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi) has announced the second edition of the Abu Dhabi Tourism and Data Analytics Forum will take place on 28th March as a virtual event.

Established in 2019, the forum is a gathering for the tourism industry in Abu Dhabi to exchange data and insights on the latest trends impacting travel and tourism, presenting a unique opportunity for industry experts, analysts, and researchers to share key data, findings, and developments with tourism industry stakeholders in a bid to create industry-specific initiatives.

The 2021 edition of the Forum aims to provide participating tourism professionals with the tools and insights to aid in the enhancement of the overall sector. It also aims to shape the future of the tourism industry in Abu Dhabi through a series of innovative discussions and talks. The virtual event will feature approximately 20 expert speakers in eight key sessions and discussions, as well as unique networking opportunities for hundreds of tourism industry professionals in the emirate. This year’s edition will also cover the impact of COVID-19 on the tourism sector in order to identify future opportunities for recovery and growth.

“The Forum was founded with the purpose of creating a unique platform that showcases the latest data and technology to encourage dialogue around the future of the industry,” said Nawal Rashed Al Hassani, Executive Director of the Strategy and Planning Sector at DCT Abu Dhabi. “The Forum’s approach is one that is rooted in science and analytics to produce accurate information and reliable strategies for the future. In that, the Forum also provides the opportunity for the patrons and leaders of the tourism sector in Abu Dhabi to come together and shape the future of our industry together.”

The successful inaugural event, which took place in December 2019, was marked by the emergence of important data points and insights that signalled key growth points as well as risk mitigation tactics for the industry. The 2021 edition is set to see the participation of leading brands such as Wego, Expedia Group, ADNEC Group, and Google MENA with the aim to position Abu Dhabi as a leader on the subject of analytics in tourism regionally and identify opportunities to grow the industry and capitalise on emerging trends as they arise.

“During volatile periods such as the one we are living in today, it is important to come together to address the challenges of the present and share best practices for the future. Only through this dialogue can we begin to establish effective strategies and solutions to overcome the difficulties we face and pave the way for a brighter future for the tourism industry. The event provides an open-source platform for such dialogue, and we are looking forward to gathering with all of our industry peers to drive this conversation forward,” added Al Hassani.

In a first, a team of climbers ascended the world’s second-highest mountain in the winter season. A team of 10 summiteers from Nepal has set a record by climbing K2.

Due to weather and geographical difficulties, the 28,251-foot summit of K2 had never been reached in winter before. Climbing to the top of K2, which is the second-highest peak after Mount Everest, requires technical skills.

The team members — Nimsdai Purja, Mingma David Sherpa (Team Nimsdai), Mingma Tenzi Sherpa (Team Nimsdai), Geljen Sherpa (Team Nimsdai), Pem Chiri Sherpa (Team Nimsdai), Dawa Temba Sherpa (Team Nimsdai), Mingma G, Dawa Tenjin Sherpa (Team Mingma G), Kilu Pemba Sherpa (Team Mingma G) and Sona Sherpa (SST) — reached the top of the peak on Saturday afternoon.

https://www.instagram.com/p/CKGyyPDBNL-/?utm_source=ig_embed

“THE IMPOSSIBLE IS MADE POSSIBLE ! K2winter — History made for mankind, History made for Nepal! At 17:00 hours local time @nimsdai and team summited K2, teaming up with @mingma.g and team and a member from SST, Sona Sherpa. A very special moment.

The whole team waited 10 metres below the summit to form a group then stepped onto the summit together whilst singing our Nepalese National Anthem. We are proud to have been a part of history for humankind and to show that collaboration, teamwork and a positive mental attitude can push limits to what we feel might be possible,” Nirmal Purja, also known as Nims Dai, wrote on Instagram.

“Nepali climbers have made history again. For the first time in the history of winter climbing, Nepali climbers reached the top of Mount K2 (the second highest mountain in the world). Congratulations to our Nepali climbers,” Mira Acharya, an officer in the Nepal Department of Tourism, wrote in her Facebook post.

Located in Pakistan part of Karakoram Range, K2 was the last amongst the world’s 14 tallest mountains — all higher than 8,000 metres that had not been climbed during winter.

Madhya Pradesh is set to launch Responsible Tourism (RT) on the lines of the Kerala government’s initiatives that strive to make tourism a tool for the development of villages and local communities.

Kerala Tourism’s RT Mission will implement the project in the central Indian state under a 16-point programme. An official agreement in this regard is scheduled to be signed on January 13.

On the eve of the ceremony, a high-level delegation from Bhopal will begin a week’s tour of Kerala to gather first-hand knowledge about RT in the State. The 13-member team is to be led by Madhya Pradesh Tourism and Culture Department Minister Usha Thakur.

A few States in the country are implementing the Kerala-model RT, but Madhya Pradesh will be the first to sign a pact with the government. The nodal officers for the project will be Madhya Pradesh Tourism Board Director Manoj Kumar Singh and Kerala RT Mission coordinator K. Rupeshkumar. Once the delegation from Bhopal returns, a team of Kerala RT Mission will make a visit to Madhya Pradesh.

Kerala’s Tourism Minister Kadakampally Surendran expressed pleasure over other States emulating Kerala’s RT model. “Of late, other states also have evinced interest in launching the Kerala-model RT. We will be happy to cooperate with them in implementing RT as a social development initiative,” he added.

Kerala Tourism Secretary Rani George said the RT Mission has 20,000 units and 109,000 beneficiaries in Kerala. It has given local people a combined income of Rs 38 crore from the state’s tourism sector.

Kerala Tourism Director P. Bala Kiran said the launch of RT in other parts of the country opens before the state a wide range of opportunities. Our RT Mission can provide its expertise to other states as a professional service.

RT in Kerala emerged as a state mission in October 2017 from what began as a project in four centres of Kottayam district. From then on, the endeavour which strives for social, economic and environmental responsibilities has been winning several national and international honours including the World Travel Market (WTM) award 2020.

The Kerala Tourism’s MoU with Madhya Pradesh features a 16-point programme. They are the following: implement Kerala’s RT projects in Madhya Pradesh in ways that suit that state, to help Madhya Pradesh chart its RT masterplan, to ready the human resources to implement the project, conduct training projects, list the criteria for the formation of district tourism promotion councils, locate sustained tourism projects so as to carry out RT projects, formulate social and economic security measures, help in gradation of hotels, resorts and homestays, form tourism clubs, lavatories and restrooms on lines of Kerala’s RT,

The programme also include : discover human resources in respective tourism centres, find out regional craft and make souvenirs out of them in tune with RT, carry out tourism packages during celebratory occasions, conduct study on the security of tourist centres and their audit, train staff in social tourism projects and formulate the code of conduct in tourist centres.

RT has succeeded in grooming new tourist centres and enabling the state in implementing the pioneering project called PEPPER (People’s Participation for Participatory Planning and Empowerment Through Responsible Tourism). The core idea of the project is to render services locally for the tourism industry. It provides the tourists an experience of the state’s rural life, and sourcing food for hotels and resorts from the people in the vicinity.

Greater co-operation among States by evolving mutually beneficial policies and strategies is vital to revive tourism in the country, battered by COVID-19 pandemic, Kerala Tourism Minister Kadakampally Surendran said on December 15.

The Minister was addressing a virtual summit organised by ET TravelWorld, a popular digital travel magazine. “The Changing Face of Travel” was the core theme of the conclave, attended by leading travel industry figures and policy makers from state tourism boards. The participants deliberated on pressing issues of travel and tourism industry and the way forward, with special focus on domestic tourism.

“A key objective of the summit is to leverage the potential of domestic tourism. This calls for increased co-operation and co-ordination among all states by formulating mutually beneficial policies and strategies,” Mr. Surendran said.

Recalling that the state tourism minister’s summit hosted by Kerala last year had come up with a resolution on the need to rationalise taxes and tariffs by striving to evolve a consensus, he said “as we are emerging out of the pandemic-induced crisis, such an approach assumes greater significance now.”

A globally renowned brand, Kerala Tourism has been no exception to the global downturn. The state has reopened most of its tourist centres, resulting in a consistent uptick in footfalls. With restrictions being relaxed, the state is hoping that the tourist season that coincides with the year-end and the New Year would further pick up, he said.

“There is lot of fatigue in people’s minds due to quarantines, lockdowns, isolation and work from home schedules imposed by the pandemic. So, people will be looking forward to come out of homes and re-energise themselves,’’ Mr. Surendran noted.

Kerala has been strictly following the Standard Operating Procedures (SOPs) put in place by the Ministry of Health & Family Welfare and the Ministry of Tourism, Government of India, for hotels, accommodation units, resorts and transport operators, the Minister said.

Kerala Tourism has added more products to its attractive bouquet such as Veli Miniature Train in the State capital, flagged off recently. Vellar Craft village, near Kovalam beach, will be opened on December 17 by Chief Minister Pinarayi Vijayan. Shangumugham, Kovalam and Varkala beaches, Akkulam tourist village and various destinations across the State are being renovated. Around 40 new destinations, which have been beautified recently, are awaiting tourists, he said.

SERIN THANKAM SAM

Saudi Arabia is set to open Hegra- the ancient archaeologist site, for the public. Hegra, undisturbed for almost 2000 years, is the kingdom’s first UNESCO World Heritage Site.

Hegra, is the lesser known sister city of Petra in Jordan and lay buried under the sands of time. The Nabateans, an ancient Arab people who inhabited northern Arabia and the southern Levant, has built Hegra, just like Petra.

The Nabateans created a huge empire in the desert from the fourth century BC to the 1st century AD. Emperor Trajan conquered them and they become subjects of the Romans. The tribe was forgotten until the rediscovery of Petra in the 19th century.

The Nabateans controlled the spice trade and built remarkable civilisation in the desert.

Much of Hegra’s appeal is due to the fact that the once thriving city, were virtually unknown to outsiders despite its resemblance to Petra. Ever since the city fell into decline, it had been left undisturbed for 2000 years. Ottomans built a fort at the site during World WarI during the Arab revolt which was instigated by Lawrence of Arabia.

All now that remain now of the city they built is some rock-cut tombs and relics.

Over 90 of the total 111 tombs recorded at the location are decorated. Many of the tombs have inscriptions, written in an early form of Arabic that “warn the living not to interfere with the tombs”.

One inscription reads, “May the lord of the world curse upon anyone who disturbs this tomb or opens.” The site also features some 50 inscriptions of the pre-Nabataean period and some cave drawings.

UNESCO has declared the site a World Heritage site and certifies that “the site also features some 50 inscriptions of the pre-Nabataean period and some cave drawings. They may have been made by the ancient people known as the Thamuds who are mentioned in the Quran or members of the Dedan culture. According to UNESCO, the site “bears witness to the development of Nabataean agricultural techniques using a large number of artificial wells in rocky ground.”

Saudi Arabia is now determined to boost its economy through tourism along with petro pipeline. Crown Prince and Deputy Prime Minister Mohammed bin Salman announced Saudi Vision 2030 in 2016. It is a roadmap for the kingdom (KSA) over the next two decades to transform into a global hub for trade and tourism that connects Africa, Asia and Europe. To pull off that feat (of finding another profitable source of livelihood for the nation’s people) KSA is banking on tourism as a new source of income.

The Taj Mahal, a major tourist destination in India, will open on September 21. The Taj Mahal was closed last March following the spread of COVID-19.

The Agra District Magistrate had announced that all the historical monuments in the city, which were classified as part of the buffer zone due to the lockdown, would be open for tourists from September 1. But the Taj Mahal and the Agra Fort were not open. The district magistrate then ordered the Taj Mahal to reopen on September 21.

Only 5,000 people a day are allowed to visit the Taj Mahal and 2,500 a day at the Agra Fort. There will be no ticket counters. Instead, visitors will be given e- tickets. Social distance, wearing a mask and sanitizer are mandatory.

The tourism industry has been hit hardest by the lockdown announced in the COVID-19 context. With the reopening of the Taj Mahal, the hotel industry is expected to be re-enrgised. Those in the hotel industry say they are ready to receive tourists.

ABU DHABI.
Emiratis travelling to India will now be given visa-on-arrival at six international Indian airports, provided their stay does not exceed 60 days, said a report.

The new visa-on-arrival scheme will not be available to UAE nationals visiting the subcontinent for the first time, said a report in Emirates news agency WAM.

First-time visitors will be required to apply for an e-visa or paper visa at Indian consular posts, it said.

Emiratis visiting India under the new visa-on-arrival scheme will be required to fill a form and present it along with their disembarkation card at immigration counters, the report cited the Ministry of Foreign Affairs and International Cooperation as saying.

The form is available to print online at https://indianvisaonline.gov.in/visa/visa-on-arrival.htm and should be presented to the visa officer at the visa counters on arrival at the six international Indian airports: Bangalore, Chennai, Delhi, Hyderabad, Kolkata and Mumbai.

UAE passports should have a minimum validity of six months remaining for visas on arrival. Such visitors should not have residency or be employed in India, the report said.
