The Left Democratic Front Government has made record number of appointment in the health sector. The last two PSC rank lists for the posts of Staff Nurse and Assistant Surgeon make this clear. When the UDF government sent a recommendation for the appointment of 1,992 staff nurses, the LDF gave 5,807 appointments. During the last UDF rule, 2,435 people were given advice for the post of Assistant Surgeon while the LDF gave it to 3,324 people.
The District-wise Rank List for Staff Nurses (Category No. 201/2010) came into existence in 2013. The UDF government has given 1,068 appointment recommendations in two-and-a-half years. In the seven months since the LDF government came to power, 1,169 people were recruited. Another examination was conducted, the rank list (454/2014) published and 2,438 persons were recruited.
During the LDF rule, 2,200 people were recruited from the state-level rank list for the post of Staff Nurse in the field of Medical Education. The UDF recommended the appointment of 924 persons and the LDF 1,152 persons from this list. The next list (249/2017) was published on October 31, 2018, shortly after the expiration date of June 28, 2018. Advice has already been sent to 1,048 people from this three-year rank-list.
The 567/2012 rank-list for the post of Assistant Surgeon in Health Service came into existence on March 25, 2013. While 2,435 people were sent advice in the three years of the UDF rule, when the LDF government in 2016 it appointed 1,558 people in seven months.
The LDF government has created more than 4,300 posts in the health and medical education departments. The Department of Medical Education is the first to change the staffing pattern of 1960 and create 721 nurses in a single phase to five medical colleges. While 1,564 teaching and non-teaching posts were created in the Department of Health Education, 175 posts were created in the Health University.
Obstacle to extend to duration of PSC rank list
For the knowledge of those who have been calling for the extension of the duration of PSC rank lists, the main obstacle is the judgments issued by the Supreme Court and the High Court and the rules of the PSC.
In 2007, the Supreme Court ruled that extending the list would be unfair to new applicants. Being included in the rank list is not a right of appointment. The ruling also states that all job seekers have the same right to a government job. The 1991 High Court judgment also held that extending the list for more than three years was a violation of PSC rules. In addition, Section 13 of the PSC Rules stipulates that the rank list is valid for one year. If the new rank list does not appear, the term may be extended to three years.
