A day after Governor refused to sign ordinances, cabinet decides to recommend special Assembly session

Though the government is irked by the move, it has decided to introduce bills in the Assembly to replace the ordinances, which the Governor refused to sign on time

Thiruvananthapuram: Kerala cabinet has decided to recommend the Kerala Governor to convene a special session of the state assembly exclusively for law making

The session will be ten-day-long. Dates will be finalised after discussing the matter with Speaker MB Rajesh. After that, the cabinet will forward the the recommendation to the Governor. Though the government had conducted a similar session in 2021 also, this move comes a day after Governor Arif Mohammad Khan refused to sign the re-promulgation of 11 ordinances.

Though the government is irked by the move, it has decided to introduce bills in the Assembly to replace the ordinances, which the Governor refused to sign on time. Though some opined to resend the ordinances after settling the issues with the Governor, the leadership has concluded that it maynot be a good move. Governor Arif Mohammad Khan had publicly marked his dissent against the government alleging an increase in the number of ordinances.

As the Governor had not raised objections against the content of the ordinances, he cannot oppose it when it becomes a law. The government has decided not to provoke the Governor again regarding the ordinances. LDF convener EP Jayarajan had said that the party has no enmity against the the Governor. Meanwhile, Minister P Rajeev opined that the Governor’s action was unusual in its kind. The ordinances were already studied and promulgated in the past. They are necessary under certain conditions. The government and governor should carry out constitutional responsibilities together, added the minister. Governor had said that he needed time to study the files. However, the ordinances were approved by the Governor earlier and he was asked to re-promulgate it.
