										<content:encoded><![CDATA[<p>Ahead of the third India-US 2+2 Ministerial dialogues on October 27, the ministers and the US secretaries will be holding bilateral meetings on Monday. While Defence Minister Rajnath Singh and his counterpart, Mark Esper, will hold bilateral talks, External Affairs Minister S Jaishankar will be meeting his counterpart, Mike Pompeo, at 7 pm at Hyderabad House.</p>
<p>Mike Pompeo has already arrived in New Delhi and he was accompanied by his wife Susan.</p>
<p>The visiting dignitaries will be hosted by Rajnath Singh and Jaishankar for dinner.  It is expected that the two sides may finalise the long-pending Basic Exchange and Cooperation Agreement (BECA) agreement to further boost bilateral defence ties. They will also call on Prime Minister Narendra Modi during the stay in the national capital.</p>
<p>The signing of the agreement would allow the United States to share precision satellite and topographical data from its constellation of military satellites on a real-time basis.</p>
<p>China defense cooperation, foundational agreements and other regional issues will be the prime focus of the meeting.</p>
<p>&#8220;We have made significant progress towards concluding the last foundational defence enabling agreement &#8211; the Basic Exchange and Cooperation Agreement or BECA,&#8221; senior officials of the Trump administration said last week in an online news briefing.</p>
<p>&#8220;This agreement will allow for expanded geospatial information sharing between our Armed Forces. We are also seeking to expand secure communication capabilities between our respective militaries as well as between our foreign defence ministries and that figures prominently in what we are trying to accomplish in the information-sharing space,&#8221; they added.</p>
<p>Pompeo will also travel to Sri Lanka and the Maldives. These countries were struggling with a mountain of Chinese debt incurred to finance big infrastructure projects. The visit also assumes importance on the backdrop of China’s expansionist designs in the region.</p>
<p>Pompeo will conclude his trip in Indonesia, a week before the US presidential election, which is also locked in territorial disputes with China in the South China Sea.</p>

										<content:encoded><![CDATA[<p>Defence Minister Rajnath Singh said that China does not recognise the traditional customary alignment of the Line of Actual Control (LAC) and that the recent conduct of People&#8217;s Liberation Army (PLA) reflects a disregard of bilateral agreements between two sides. The Defence Minister made this remark in Rajya Sabha on Thursday while talking about India- China tensions.</p>
<p>Mr.Singh also said that India&#8217;s timely actions had foiled the attempts to change the status quo in Pangong Tso.</p>
<p>“I would like to assure Parliament that India will not step back from taking any harsh decision and that our forces are in a better position to retaliate,” Rajnath Singh said adding that China has built up war machines and troops near LAC.</p>
<p>During his address, Singh also said that China continues to illegally occupy a large area of Ladakh. “China continues to be in illegal occupation of approx 38,000 sq. kms in the Union Territory of Ladakh. In addition, under the so-called Sino-Pakistan ‘Boundary Agreement’ of 1963, Pakistan illegally ceded 5,180 sq. km. of Indian territory in PoK to China. China also claims approximately 90,000 sq. kms. of Indian territory in the Eastern Sector of the India-China boundary in Arunachal Pradesh. Chinese actions reflect a disregard of our various bilateral agreements,” Singh said.</p>

										<content:encoded><![CDATA[<p>Defence ministers of India and China have met in Moscow as the two Asian powers try to resolve rising tensions along their disputed border in the eastern Ladakh region on September 4. However, the next day the Chinese government claimed that India was &#8220;entirely&#8221; responsible for the border stand-off in Ladakh</p>
<p>Neither side gave details of the meeting between India’s Defence Minister Rajnath Singh and China&#8217;s General Wei Fenghe &#8211; the first high-level contact between the two sides since the standoff erupted months ago in the Himalayan region, where a clash in June killed 20 Indian soldiers.</p>
<p>The ministers met on the sidelines of a gathering of the defence chiefs of the Shanghai Cooperation Organisation, which comprises China, India, Pakistan, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.</p>
<p>“Peace and security in the region demands a climate of trust, non-aggression, peaceful resolution of differences and respect for international rules,” Singh said at the meeting.</p>
<p>Wei told Singh the two nations should &#8220;cool down&#8221; the situation and &#8220;maintain peace and tranquility,&#8221; the Chinese defence ministry said on its website.</p>
<p>However, it said responsibility for the tension &#8220;lies completely with India&#8221;. &#8220;Not one inch of Chinese territory can be lost,&#8221; the Chinese ministry said.</p>
<p>The disputed 3,500-km (2,175-mile) border between the world&#8217;s two most populous countries stretches from the Ladakh region in the north to the eastern Indian state of Sikkim.</p>
<p>The latest standoff is over portions of a pristine landscape that boasts the world&#8217;s highest landing strip and a glacier that feeds one of the largest irrigation systems in the world.</p>
<p>Tens of thousands of troops from the two nations have been squaring off in difficult terrain above 4,300 meters (14,000 feet) since border skirmishes erupted in April.</p>
<p>However, the Chinese government claimed on September 5 that India was &#8220;entirely&#8221; responsible for the border stand-off in Ladakh and China will not lose &#8220;an inch of its territory&#8221;, blaming India for escalating tension along the LAC (Line of Actual Control), which serves as the de factor border between the two countries.</p>
<p>India responded shortly after, with the Defence Ministry noting that China&#8217;s actions, including the &#8220;amassing of large number of troops&#8230; aggressive behaviour and attempts to unilaterally alter the status quo&#8221;, were in violation of bilateral agreements.</p>
<p>&#8220;Causes and truth of the current tension on the China-India border are clear, and the responsibility entirely lies with India. China cannot lose an inch of its territory, and its armed forces are fully determined, capable and confident in safeguarding national sovereignty and territorial integrity,&#8221; the Chinese said in their statement.</p>
<p>China also called on India to &#8220;earnestly implement important consensus reached by President Xi Jinping and Prime Minister Narendra Modi and insist on resolving the issue through dialogue and consultation&#8221;</p>
<p>The Defence Ministry responded saying that India too was &#8220;determined to protect (its) sovereignty and territorial integrity&#8221;, but urged China against further escalation and said it was keen for China to &#8220;work with the Indian side for complete disengagement at the earliest&#8230;&#8221;</p>

										<content:encoded><![CDATA[<p>Amid the heightened tensions in eastern Ladakh, Defence Minister Rajnath Singh will hold talks with his Chinese counterpart Wei Fenghe on Friday evening  in Moscow on the sidelines of a ministerial meet of the Shanghai Cooperation Organisation (SCO), the government sources said.</p>
<p>It will be the first high-level meeting between the two sides after the border row escalated in eastern Ladakh in early May though External Affairs Minister S Jaishankar held telephonic talks with his Chinese counterpart Wang Yi on the row.</p>
<p>Singh and Wei are in Moscow to attend a meeting of the SCO defence ministers. It is reported that meeting has been requested by the Chinese Defence Minister.</p>
<p>Indian and Chinese troops are engaged in a bitter standoff in multiple places in eastern Ladakh.</p>
<p>Tensions increased in the region after China unsuccessfully attempted to occupy Indian territory in the southern bank of Pangong lake five days back when the two sides were engaged in diplomatic and military talks to resolve the festering border row.</p>
<p>India occupied a number of strategic heights on the southern bank of Pangong lake and strengthened its presence in Finger 2 and Finger 3 areas in the region to thwart any Chinese actions. China has strongly objected to India&#8217;s move. India has also rushed in additional troops and weapons to the sensitive region following the Chinese attempts.</p>
<p>Army Chief Gen MM Naravane is currently on a two-day visit to Ladakh to carry out a comprehensive review of the security situation in the region in view of the Chinese attempts.</p>
