<p><strong>Manama:</strong> Residents in Bahrain are being warned against indiscriminate littering, with the Northern Governorate announcing <strong>hefty fines</strong> for those who dump waste outside designated bins. Individuals found disposing of garbage improperly can now face fines of <strong>up to BD 300</strong>.</p>



<p>The move comes in response to a growing trend of residents carelessly leaving household waste outside their homes. The governorate has issued a clear warning that <strong>any garbage left outside designated waste bins</strong> will result in fines ranging from <strong>BD 50 to BD 300</strong>.</p>



<p>In addition, municipal waste collection services have been instructed <strong>not to collect garbage</strong> that is not placed inside the authorized bins. A <strong>specific waste disposal time schedule</strong> has also been announced. Residents are now only allowed to <strong>dispose of household waste between 8 PM and 10 PM daily</strong> in the designated bins or collection areas.</p>



<p>Authorities emphasized that <strong>violators of these guidelines will face strict penalties</strong>. The new circular has been issued in collaboration with a private waste management company and is part of a broader initiative to <strong>enhance public cleanliness</strong> and <strong>streamline waste collection</strong> processes across the country.</p>



<p>However, <strong>construction zones</strong> will be granted some <strong>relaxations</strong> under the new directive, recognizing the unique challenges in those areas.</p>

<p><strong>Dubai:</strong> Bahrain-based investment firm <strong>Investcorp</strong> has announced a major commitment of <strong>$550 million</strong> to a strategic infrastructure project at <strong>Oman’s Port of Duqm</strong>, through its dedicated platform, <strong>Investcorp Aberdeen Infrastructure Partners (AIIP)</strong>.</p>



<p>The investment will be executed in partnership with key stakeholders, including <strong>the Port of Duqm Company</strong>, <strong>the DEME Group</strong>, and <strong>Port of Antwerp-Bruges</strong>, collectively forming the <strong>Cap Infra consortium</strong>. This marks AIIP’s fourth major infrastructure investment, following previous ventures in the UAE and Saudi Arabia.</p>



<p>“This investment aligns perfectly with AIIP’s mandate to support long-term infrastructure concessions across the <strong>GCC</strong> and <strong>MENA</strong> region,” said <strong>Sami Neffati</strong>, Managing Partner of Investcorp Aberdeen Infrastructure Partners. “We are proud to partner with the Port of Duqm Company and Cap Infra to expand this vital shipping hub and strengthen trade connectivity throughout the region.”</p>



<p>Located in southeastern Oman with direct access to the <strong>Indian Ocean</strong>, the <strong>Port of Duqm</strong> serves as a critical gateway for international trade. Operating as a multi-purpose hub, the port handles a diverse range of cargo, including containers, dry and liquid bulk, and general freight.</p>



<h3 class="wp-block-heading"><strong>Key Infrastructure Developments</strong></h3>



<p>The new investment will fund <strong>major marine infrastructure upgrades</strong>, including <strong>dredging operations</strong> and the construction of a <strong>new quay wall</strong>. These enhancements are designed to support the establishment of a <strong>low-carbon industrial plant</strong> within the <strong>Special Economic Zone at Duqm (SEZAD)</strong>.</p>



<p>The plant is set to produce <strong>low-CO2 iron metallics</strong> and, in later phases, <strong>hydrogen-powered green steel</strong>, aligning with Oman’s broader vision for sustainable industrial development and energy transition.</p>



<p>With this landmark project, Investcorp continues to deepen its presence in regional infrastructure, underscoring confidence in the GCC’s economic transformation and long-term development goals.</p>

<p><strong>Bahrain</strong> : Syria’s president flew to Bahrain Saturday where he discussed mutual relations and regional affairs with King Hamad bin Isa al-Khalifa on his latest trip abroad since taking office in January.</p>



<p>President Ahmad al-Sharaa is heading a high-ranking delegation to Bahrain, a gulf nation that had relations with former President Bashar Assad until his removal from power in early December.</p>



<p>Bahrain’s news agency said the two leaders discussed mutual relations and ways of boosting them, as well as regional affairs and ways of backing Syria’s security and stability.<br>Al-Sharaa’s visit to Bahrain comes days before US President Donald Trump is scheduled to visit the region for talks with leaders of gulf Arab nations.<br>Since taking office, al-Sharaa has visited Arab and regional countries including Saudi Arabia , United Arab Emirates, Qatar and Turkey. Earlier this week, he made his first trip to Europe where he met French President Emmanuel Macron in Paris and announced that his country is having indirect talks with Israel.</p>



<p>After Assad’s fall, Syria and its neighbors have been calling for the lifting of Western sanctions that were imposed on Assad during the early months of the country’s conflict that broke out in March 2011.</p>



<p>The lifting of sanctions would open the way for Arab nations to take part in funding Syria’s reconstruction from the destruction caused by the conflict that has killed nearly half a million people.<br>The United Nations in 2017 estimated that it would cost at least $250 billion to rebuild Syria. Some experts now say that number could reach at least $400 billion.</p>



<p>In April, Saudi Arabia and Qatar said they will pay Syria’s outstanding debt to the World Bank, a move likely to make the international institution resume its support to the war-torn country.</p>



<p>Since the fall of Assad, a close ally of Iran, Syria’s new leadership has been improving the country’s relations with Arab and western countries.</p>

<p><strong>Dubai:</strong> Bahrain has rejected a parliamentary proposal that sought to give the judiciary authority over deportation and travel ban decisions, warning that such a move could directly threaten national security.</p>



<p>The proposed amendment to Article 40 of the Civil and Commercial Execution Law would have empowered a panel of three judges to rule on cases involving expatriate residents facing both deportation and a travel ban. It would have also allowed appeals to be filed within seven days before the High Civil Court.<br>However, the government strongly opposed the measure, asserting that deportation is a sovereign right and cannot be subject to judicial discretion. “Deportation is a sovereign act, not something to be weighed against private debt claims,” the government said in a memorandum.</p>



<p>Authorities argued that deportation is a critical tool for maintaining public order, safety, and moral standards. Subjecting such decisions to judicial review, they warned, would obstruct the state&#8217;s ability to act swiftly and decisively in the face of potential internal threats.<br>Under current law, courts may issue travel bans to prevent foreign debtors from fleeing the country. However, these orders do not override or delay deportation or administrative removal decisions.</p>



<p>The government cautioned that the proposed amendment would invert this principle, effectively giving civil claims precedence over national security.</p>



<p><strong>Internal threats</strong><br>“This interferes with and weakens the state’s capacity to respond quickly to internal threats,” the government noted. It also raised the concern that expatriates could potentially exploit the system by using debt claims to trigger a travel ban and thereby delay deportation.</p>



<p>“There is nothing in the proposed text to prevent misuse,” the memorandum added.<br>The government called on Parliament to withdraw the draft law, maintaining that the existing legal framework already strikes a proper balance between individual rights and public interest. It warned that the amendment would introduce legal uncertainty and compromise the enforcement of final court rulings.</p>



<p>The memorandum also clarified that deportation may be imposed as a supplementary sentence in criminal cases. Once such a sentence becomes final, it must be carried out without delay. “A final criminal ruling cannot be re-examined. No other body may delay or undo its effect,” the government asserted.</p>

<p><strong>MUSCAT</strong>: The official state visit of His Majesty King Hamad bin Issa Al Khalifa of Bahrain to Oman, which was scheduled on Tuesday December 24, has been postponed until further notice, according to the statement issued by the Diwan of Royal Court.</p>



<p>In a statement issued on Sunday evening, the Diwan of Royal Court stated that “the scheduled visit of His Majesty the King of the Brotherly Kingdom of Bahrain to the Sultanate of Oman has been postponed until further notice.”</p>



<p>Earlier on Sunday, the Diwan of Royal Court said that visit by His Majesty the King of Bahrain on December 24 would explore a range of topics of mutual interest in a manner that meets aspirations of the two countries.</p>

<p><strong>Dubai:</strong> Bahrain’s Alba, aluminium smelter, plans to continue pursuing mergers and acquisitions, particularly in Europe, after it finalises its multi-billion-dollar agreement with Saudi Arabian Mining Company (Maaden).</p>



<p>The deal is expected to be officially signed in the first half of next year.</p>



<p>In September, the two companies entered a non-binding agreement and are currently undergoing a due diligence process for a potential merger, which will also require regulatory approval.</p>



<p>Under the terms of the agreement, Maaden would sell its entire stake in Maaden Aluminium Co. and Maaden Bauxite and Alumina Co. to Alba in exchange for newly issued shares, as reported by Saudi financial news portal Argaam.com.</p>



<p>Alba’s shares, which are listed in Bahrain, will also be cross-listed on the Saudi stock exchange. In September, Maaden acquired a 20.6 per cenrt stake in Alba from Saudi Basic Industries Corp. (Sabic) for around $1 billion (Dh3.67 billion).<br>Aluminium is a key component in products ranging from beverage cans to electric vehicle batteries. However, its production is highly energy-intensive, producing just one ton requires roughly 14,000 kilowatt-hours of energy, which is equivalent to the amount of power consumed by the average UK household over five years.</p>

<p><strong>Manama :</strong> Bahrain&#8217;s Minister of Transport and Telecommunications Mohammed Al Kaabi said that it is planned to build a new airport terminal in Bahrain within the next ten years. He said the hub, which aims to transform Bahrain into a global destination for tourism and logistics, will have a capacity of at least 40 million annual passengers, and aims for a greenfield project to develop an international airport terminal to replace the existing hub in the next decade.<br>The country is aiming to boost revenue despite plans to boost tourism and air travel. The goal of a new international airport will be achieved when the existing hub reaches its maximum capacity by 2035. Last year, the ministry awarded a 541,900 Bahraini dinar ($1.4 million) contract to a Netherlands airport consultant to carry out a feasibility study for the greenfield airport project. &#8220;We are studying the future requirements for the construction of the new airport to be established in the northern part of the country,&#8221; said the minister.<br>The maximum capacity of the existing airport is around 14 million annual passengers. &#8220;About 9.5 million passengers have used the airport this year alone. So the next 15 years will have to be planned. Whether it should be a purely government project or a partnership with the private sector. Bahrain is looking to diversify its economy away from oil production, including aviation, tourism, hospitality and logistics. There are plans to add five more airlines, including Red Wings Airlines, Smart Wings, Fly Jinnah, Ajet and Azerbaijan Airlines, Bahrain Airports Company Chief Executive Mohammed Al Binfala told The National.<br>He also said that 10 airlines are expected to start operations by the end of this year. She added that Bahrain aims to attract tourists from countries including China, UK, Germany and India. Gulf Air recently launched routes to the Chinese cities of Shanghai and Guangzhou.</p>

<p>The leaders of the UAE, Bahrain and Jordan met in the UAE capital Abu Dhabi on November 18 to discuss regional developments and seek a comprehensive peace in the light of the Palestinian issue.</p>
<p>His Highness Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, Jordanian king HM King Abdullah II Ibn Al-Hussain and His Majesty King Hamad bin Isa Al Khalifa of Bahrain held a tripartite summit in the presence of HH Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister of Bahrain.</p>
<p>The leaders underlined the importance of continuous coordination and consultation between the three countries regarding issues that are of common Arab interest. They discussed the latest regional and international developments, including the Palestinian issue and the need to achieve a just and comprehensive peace on the basis of the two-state solution. which guarantees the establishment of an independent, sovereign and viable Palestinian state on the June 4, 1967 borders, with East Jerusalem as its capital.</p>
<p>The leaders asserted deep-rooted and strategic fraternal relations between the three countries and discussed ways of bolstering them to achieve common interests. They also reviewed ways of boosting cooperation and integration in various vital sectors, mainly the health and food security fields. They discussed joint efforts to combat the COVID-19 pandemic and handle its economic, health and social repercussions.</p>
<p>Bahrain’s Shura Council Chairman lauded the tripartite summit which reiterated the leaders’ unwavering stance towards the Palestinian issue and the establishment of an independence Palestinian state on the June 4, 1967 borders, with Al-Quds as its capital.</p>
<p><strong>Relations with Israel</strong></p>
<p>The UAE, Bahrain and Jordan have established diplomatic relations with Israel, the former two in recent months.</p>
<p>EL AL Israel Airlines, the national airline of Israel, and UAE national carrier Etihad Airways are set to explore deeper cooperation in aviation following the signing of a virtual Memorandum of Understanding. Etihad Airways plans to commence daily services between Abu Dhabi and Tel Aviv from March 28, 2021.</p>
<p>Bahrain and Israel have agreed to start operating commercial flights and initiate procedures to open embassies, based on the MoU concluded between the two countries for cooperation in the field of air services. The steps were announced during the trilateral session of talks held in Tel Aviv, in the presence of Israeli Prime Minister Benjamin Netanyahu, Bahrain Foreign Minister Dr. Abdullatif bin Rashid Alzayani, Israeli Foreign Minister Gabi Ashkenazi, and US State Secretary Mike Pompeo.</p>

<p>The UAE Ministry of Foreign Affairs and International Cooperation has commended Bahrain’s move to forge ties with Israel on September 11, and expressed hope that establishing relations would have a positive effect on the climate of peace and cooperation regionally and internationally, WAM reported.</p>
<p>The Ministry also noted that the move represents a significant step towards an era of security and prosperity, underscoring that it would expand the scope of economic, cultural, scientific, and diplomatic avenues of cooperation.</p>
<p>The same day, His Majesty King Hamad bin Isa Al Khalifa, King of Bahrain, had received a phone call from US President Donald Trump with the participation of Israel’s Prime Minister Benjamin Netanyahu. During the call, King Hamad stressed the need to reach a just and comprehensive peace as a strategic option, in accordance with the two-state solution and relevant resolutions of international legitimacy.</p>
<p>The Bahraini King praised the pivotal role and steady efforts of the US administration to advance the peace process, establish security and stability in the Middle East and strengthen international peace.</p>
<p>According to Bahrain News Agency, President Trump extended an invitation to Bahrain to participate in the signing ceremony of the peace agreement between the United Arab Emirates and Israel on September 15 at the White House.</p>
<p>The joint statement issued after the call stated, among other things: “The parties will continue their efforts in this regard to achieve a just, comprehensive, and enduring resolution to the Israeli-Palestinian conflict to enable the Palestinian people to realise their full potential. Israel affirmed that as set forth in the Vision for Peace, all Muslims who come in peace may visit and pray at the Al Aqsa Mosque and Jerusalem’s other holy sites will remain open for peaceful worshippers of all faiths.”</p>
<p>It also commended the UAE and His Highness Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, for announcing full diplomatic relations with Israel.<br />
At the White House ceremony, Israeli Prime Minister Netanyahu and Bahraini Foreign Minister Abdullatif Al Zayani will be signing a historic Declaration of Peace, it added.</p>

One hundred and thirty-one new active cases of COVID-19 were confirmed in Kerala on June 30 even as 75 patients who were under treatment for the disease tested negative. The day’s count also includes the test result of a 76 year-old who died in Thiruvananthapuram district on June 27.<br />
Thirty-two people from Malappuram district, 26 in Kannur district, 17 from Palakkad district, 12 in Kollam district, 10 from Ernakulam district, nine in Alappuzha district, eight from Kasargod district, five in Thiruvananthapuram district, four each from Thrissur and Kozhikode districts, three in Kottayam district and one from Pathanamthitta district are those who tested positive with the virus.<br />
Of those diagnosed, 65 were returnees from foreign countries (Kuwait &#8211; 25, UAE &#8211; 12, Saudi Arabia &#8211; 11, Oman &#8211; 6, Qatar &#8211; 6, Bahrain &#8211; 1, Moldova &#8211; 1, Africa &#8211; 1, Ethiopia &#8211; 1 and Kazakhstan &#8211; 1) and 46 are those who returned from other states (Tamil Nadu &#8211; 13, Maharashtra &#8211; 10, Delhi &#8211; 5, Uttar Pradesh &#8211; 5, Karnataka &#8211; 4, Bihar &#8211; 2, Rajasthan &#8211; 2, Haryana &#8211; 1, Uttarakhand &#8211; 1, Himachal Pradesh &#8211; 1, Punjab &#8211; 1 &#038; Arunachal Pradesh &#8211; 1).<br />
Ten are cases of local transmission, four in Malappuram district, two each from Palakkad and Kasargod districts, and one each in Alappuzha and Kozhikode districts. Nine CISF personnel in Kannur district are also among those infected.<br />
Twenty-three patients in Malappuram district, 12 from Thrissur district, seven each in Ernakulam and Palakkad districts, six each from Thiruvananthapuram and Kottayam districts, four each in Wayanad and Kasargod districts and two each from Idukki, Kozhikode and Kannur districts are those who recovered from COVID.<br />
So far, 2,304 patients have been cured and 2,112 patients are presently undergoing treatment in hospitals.<br />
A total of 1,84,657 people are totally under observation across the state, 1,81,876 at their homes or institutional quarantine centres and 2,781 isolated in hospitals. Three hundred and thirty people were hospitalised.<br />
Six thousand and seventy-six samples were tested during the last 24 hours in the State. A total of 2,31,570 samples have been sent for testing and out of these, the results of 3,872 samples are awaited. As part of Sentinel Surveillance, 47,994 samples were collected from priority groups, such as health workers, guest workers and those who high social contacts, and the 46,346 samples were negative.<br />
Ninteen new places were declared as hotspots today while 10 places were removed from the list. There are 127 hotspots now in Kerala.</p>
