Oman issues new ship and port security regulations

MUSCAT : Ministerial Resolution No. 423/2024 outlines a comprehensive framework based on International Maritime Law and international agreements.
Captain Majid bin Saif Al Barhi, Director General of Maritime Affairs at the Ministry, explained that the new regulations are part of the preparation of security plans for the security transition in line with the International Ship and Port Facility Security Code (ISPS Code).

He emphasised that the regulations include a series of measures and procedures designed to meet international standards for ship and port security. These include the mandatory preparation and implementation of integrated security plans by ships and ports, based on comprehensive risk assessments. The regulation also establishes a strong monitoring and inspection system to ensure compliance with international security standards. This includes the issuance of international compliance certificates for ships and ports and providing ongoing training and exercises for maritime personnel to enhance their ability to respond to security challenges.

The regulations also promote enhanced cooperation between security agencies, with the establishment of security committees at national and local levels to ensure effective coordination between all relevant parties. These efforts aim to bolster Oman’s position as a regional and international logistics hub, creating a safe and sustainable environment for maritime trade.
Ayman bin Rashid Al Maamari, Director of the Ministry’s Maritime Legislation Department, highlighted that the new regulations are crucial for providing comprehensive protection for individuals, marine facilities, and goods from security risks, ensuring the continuity of marine operations. He also noted the regulations’ role in supporting Oman’s efforts to enhance the investment environment in the maritime sector.
